Preamble
It is a widely known custom that the Commonwealth military undergoes comprehensive reform in every one hundred year. Such a broad legislative framework offers the basis for administering military issues by the executive, and provides a long-term strategy of military administration.

The Military Reform Act bases itself on the previous such legislation, the Military Reform Act of 2804 (http://classic.particracy.net/viewbill.php?billid=261451) and on previous legislations.

Article 1. - Military personnel
1.1. - The number of military personnel shall be maintained as outlined in the Military Reform Act of 2804.
1.2. - The structure of the Rutanian military shall be maintained as outlined in the Military Reform Act of 2804.

Article. 2 - Military equipment
2.1. - The Ministryof Defence shall be mandated to purchase new two new carriers with complete equipment, including airplanes. The approbation of the purchasing act shall be done by the means of consecutive legislation.
2.2. - The Ministry of Science and Technology shall be mandated to start the production of theR-3A battle tanks, the upgraded versions of the old R-2B battle tanks. By 2947 all the old battle tanks (5,000 R-2B and 3,000 R-1A2) shall be replaced. The project of replacement shall be executed by an administrative order of the Ministry of Defence.
2.3. - The Ministry of Defence shall be mandated to start the construction of a Pilotwings basis as the southern shores of the Commonwealth. The basis shall be called Base Roel and shall be incorporated into the system of the existing 5 bases.

Article 3. - Rutanian East Dovani
3.1. - The Ministry of Defence shall be mandated to set up a defensive military basis in near the capital of Rutanian East Dovani, the city of Winthrop.
3.2. - The military basis shall host 10 middle-range defensive missile, 1,000 marines and 100 fighters.

Article 4. - Financing
4.1. - All the cost entailed by the present bill shall be paid from the budgets of the Ministry of Defence and Ministry of Science and Technology.
4.2. - The Winthrop military basis shall be established from the autonomous budget of Rutanian East Dovani but shall be maintained from the central budget.
