This Act will replace the Mayorality Act of 2894 (http://classic.particracy.net/viewbill.php?billid=280621). It also repeals the Mayorality Amendment (http://classic.particracy.net/viewbill.php?billid=283314).

Rules regarding election of mayors.

I. Mayors shall serve a term of four years.

II. All Mayors shall be elected by the instant run-off system.

III. The right of councils to remove mayors from office, as described in Article V of the Local Government Act of 2888, shall not be construed to be infringed by this act.

Mr Speaker, on a review of local government policy we have come across these Mayorality Acts. The foundation for local democracy has in fact not been approved by over half the House of Parliament. Yes, they were passed through the House but we feel not legitimatley. Mr Speaker, this shall see all mayors elected by the instant run-off system rather than councils deciding whatever method they choose to implement. This will increase the democratic legitimacy of our nation for the better. We also propose that councils cannot declare the term length of a Mayor. Mayors terms shall be fixed four year terms. Mr Speaker, this is a fundamental reform for local democracy and we hope the 'Federalist' Party opposite keeps their word about local government and joins us in favour of this Act.
