Old value:: Local authorities are responsible for building and maintaining shelters.
Current: The government builds and maintains a network of shelters across the nation.
Proposed: No new buildings may be constructed unless they feature provisions for civil defence.
Article 2
Proposal[?] to change Military stance on homosexuality.
Old value:: Open homosexuality is not tolerated in the military. The military has a "don't ask, don't tell" policy.
Current: Homosexuality is allowed in the military.
Proposed: Homosexuality is not tolerated in the military. The military actively seeks to remove homosexuals from it.

| Message | Mr Speaker, We are happy that the CIL supports articles 1 & 2, but any Empire with respect for it self need some slaves to do the "dirty jobs", plus there will be a new source of revenue and commerce in slave trade, of cause certain outlines of enslavement will have to be made, good christian men could be ransomed while heathens will be enslaved or executed. And on a closing note, Luthorian soldiers have to know the meaning of No Surrender! I yield. |

| Message | Mr Speaker, The ruling Geharon Conservative Party supports slavery as a punishment and believes certain criminals who have committed crimes that do not warrant the death penalty but that they can never hope to repay should be enslaved, however, we maintain our position against article 2. We believe that sometimes, it is wiser to surrender and fight another day than to die. I yield. |
