Message"Chairman" is essentially still male, which is why "chairwoman" exists. A gender neutral version would be "chairperson" of simply "chair", but I don't think either of them would be good for a title.
"Presiding Minister" isn't exactly ideal either, an alternative would be "President of the National Executive Council", similar to the "Presidente del Gobierno" in Spain or the Italian "Presidente del Consiglio dei Ministri".
