| His Imperial Majesty's Government of the Imperial Crownlands of Greater Hulstria, acting on behalf of His Imperial and Most Illustrious Lutheran Majesty, Franz VII, Defender of the Faith, by the Grace of God, Emperor of Hulstria, hereby proposes the following resolution in continution of the Trade Interest & Ally Protection Resolution passed in the year 3167 by this most august body in light of the recent transgressions made by the Federal Republic of Likatonia and their allies to interfere with the Hulstrian naval mission off the coast of our natural ally the Kingdom of Kafuristan; ARTICLE 1: Section 1- All of his His Imperial Majesty's Imperial Navy and His Imperial Majesty's Armed Forces shall be placed on high alert; fleets and posts positioned within the Sea of Carina, off the coast of the Caltropics, along the Hulstrian homeland coast, and along our borders will take up defensive positions to prevent any possible foreign interference within our own and territories. Section 2- A fleet from the Imperial Navy "Black Phoenix III" class currently stationed at Karl III Naval Base in the southern Histap Valley in the Eastern Territories shall be mobilized to help defend current Hulstrian interests and the naval task force positioned around the Kingdom of Kafuristan to prevent attacks by foreign threats. Section 3- The Imperial Navy stationed in Kafuristan shall take up defensive positions and will authorized to strike back ay any foreign ship who attacks them. Section 4- Should any Hulstrian ship come under attack from Likatonian ships or ships connected with Likatonia will be seen as an act of war and will be greeted by approriate means; should His Imperial Majesty's Government decide the Imperial Crownlands will call in the mutual defense clause of the Commonwealth of Nations Terra Alliance ARTICLE II- Section 1- His Imperial Majesty's Government condemns the Likatonian blockade and calls on for its immediate dissolution. Section 2- His Imperial Majesty's Government calls on for Likatonia's President Robert Fournes to resign his position as President and for a more reasonable, stable government to succeed him. ARTICLE III- Section 1- Despite efforts made by the Imperial Crownlands, Likatonia has refused to cooperate, and additionally take part in ending the crisis in the Peace Conference in Heinrichgrad; the Ministry of Foreign Affairs authorizes the delegates at the Conference to cease and come home. Section 2- Should any personal union state with Greater Hulstria or any nations with mutual defense clauses with Greater Hulstria come under attack by these foreigners, it will be seen as an act of war, and will be greeted by the appropriate measures. |

| Message | It comes as a great sadness to me to report to this body that the Peace Conference in Heinrichgrad has come to an end after Likatonia has decided to reject proposals to end the crisis and has turned to attempting to blockade the nation of Kafuristan. Greater Hulstria has attempted to try to work Likatonia and has suggested many proposals to them to try to bring justice to those killed in a terrorist attack in their nation years ago. Robert Fournes of Likatonia has decided to reject ending the crisis and is now pursuing a course that will not only further ignite the crisis into a possible war but a course that will directly interfere with the Hulstrian mission in Kafuristan, a mission outlined in the Trade Interest & Ally Protection Resolution. The task force was nearly called back home in light of Fournes decision to take part in the peace conference but they will remain there now because Fournes has decided to try to make war instead of peace, casting himself as a warmonger to many. These provisions call on for the current navy task force to be enforced by a greater fleet with the same mission to protect Kafuristan and to protect our ships from attack. The act also calls for buffing up internal forces and calling on our ships at home to defend our current waters more than usual. We hope that a war will not occur and maybe Fournes will eithe resign or come to his senses. We urge a speedy resolution to this fight, a fight we did not pick but a fight we are being forced into.
