This bill will establish a national defcon system. It will have 4 levels. Level 1: Little to no threat to the nation. Military forces are on normal alert. Level 2: Moderate threat to the nation. Military forces are on heightened alert. Level 3: Severe threat to the nation. All police and military forces are on extremely high alert. State of emergency has been declared. International transport has been shut down. National transport is permitted. Level 4: Extreme threat to the nation. All police and military forces are on full alert. State of emergency has been declared. All areas of high civilian populace are evacuated. All forms of international transport are shut down. National transport is permitted but limited to rural areas. National transport to major areas is shut down. The defcon level can any party. When a threat is directly made on the nation the defcon level is automatically changed to level 3. Once the defcon level is raised to level 3 it can only be lowered when the threat is dealt with. It may be raised to level 4 by the Minister of Defence, head of state, or head of government. If this bill is passed it the defcon system will immediately go into effect. It will be set at defcon 1. |
