The Minsitry of Defense is placing this Act infront of the Domus for the official approval of the Federal Republic of Likatonia.

The new Police Force will be called Dignitatis Exercitui, or DE, and will be able to use unlimited means, within certain restrictions placed by the Peace and Justice Commission, to accomplish their goals set by the Likatonian Peace and Justice Commission. The DE operatives will be military personal who will be tasked to maintain justice in Likatonia, and saftey for all Likatonians.

As previously stated, the DE will report to the Peace and Justice Commission. Already, the DE have shown their prowess in Jakania by adding the LAF with several risky operations against the AAPK (Kafuristan illegal militants).

As mentionned, the DE will be unable to arrest government and judicial officials and their respective families. The Peace and Justice Commission is to review these actions and the DE entirely at least annually, but may be more often at the discretion of the LPJC.

MessageMr Speaker,

While it is true that hard times require harsh measures, we view with great trepidation the phrase "unlimited means" in the current resolution. This strikes us as a giant step on the road to dictatorship. What is there to prevent some future members of the LPJC to utilize this force to arrest members of the government itself in order to expand its control?

We feel that some restrictions on the power of this proposed group are necessary, including complete immunity of the members of the government and judiciary, as well as thier immediate families, and periodic review of the actions taken by an independant commission or by the federal judiciary.
