The RFSP recognizes that marriage is not a product of the mechanisms of the State, but a social and cultural institution derived from basic human nature; it is, along with the family, one of the fundamental pillars of our civilized society, and does not depend on the architecture of government for subsistence. Therefore, marriage is not an issue over which the federal government ought to have jurisdiction, and it should remain the exclusive dominion of the social and cultural arrangements from which it sprung forth. With respect to foreign marriages, the RFSP recognizes that it is plainly in the interests of ensuring social cohesion and protecting Rutania's culture that the only foreign marriages recognized in this country ought to be those that are very closely aligned with the institution of marriage as it exists in Rutanian society--in other words, those between one man and one woman. However, we do not believe that this is an issue of an essentially federal character, and in conformity with our position on devolution, we believe that it should be left to the discretion of local governments acting on behalf of the communities they represent. |
