MessageThe Karavs previously pointed out their belief that this policy would lead to child prostitution and other negatives. I think delegating the responsibility to private organizations (that must still meet requirements) is better. It also means that the very exhaustive measures currently used to screen prospective parents could be reduced - making it more likely that people will open their homes to children in need. Excessive government "red tape" just gets in the way.

These private organizations will only remain recognized and allowed to carry out their function if they take the necessary steps to ensure that children are treated well and are not subject to things like forced labor, sexual exploitation - either by the families that host them or the organizations themselves.
