Upon the passage of this Act, the following proposals of the Apartheid Act (http://classic.particracy.net/viewbill.php?billid=350490) shall be repealed and the new proposals shall become law. Upon the passage of this Act, the forced resettlement of anyone based upon their race or ethnicity according to the Indigenous Homeland Act (http://classic.particracy.net/viewbill.php?billid=350805) is rescinded and they are eligible to return themselves and their families to their prior homes which must be returned to them at no charge or legal repercussion. If the home or property has been damaged/destroyed/or now deemed for a new use, it must still be returned without charge or repercussion. This bill calls for the Provinces to enact local or provincial-wide Evaluation Boards to determine just compensation for those Duntrekkers or other entities who had subsequently purchased or used the said properties originally belonging to or under the legal ownership/control of the displaced persons under the Indigenous Homelands Act. While it is certain that many of this proposals will be controversial to members of the Volksraad who wish to support an end to Apartheid, or even that such proposals do not go far enough in their eyes, it is still asked that this be voted for as a step in the correct direction and the major details of complete anti-Apartheid reforms be determined at another date. |

Old value:: All government owned public amenities are segregated, private organisations are free to choose.
Current: Segregation of any public amenity is banned.
Proposed: Government owned amenities are not segregated, private organisations are free to choose.
Article 2
Proposal[?] to change Government policy concerning granting citizenship.
Old value:: Citizenship is granted based on race/religion/gender.
Current: Citizenship is gained by passing a qualifying exam.
Proposed: Citizenship is granted only to landowners.
Article 3
Proposal[?] to change Government recognition of interracial marriages (if marriages are recognised).
Old value:: Any form of unofficial interracial marriage or civil union is banned.
Current: Mixed race marriages follow the same regulation as other marriages.
Proposed: Interracial marriages are recognised by the government, but with fewer rights than those of same-race couples.
Article 4
Proposal[?] to change The legality of interracial sex.
Old value:: Interracial sex is completely illegal.
Current: Interracial sex is legal.
Proposed: Only heterosexual interracial sex is allowed.
Article 5
Proposal[?] to change Policy concerning racial segregation in educational institutions.
Old value:: All public educational institutions must be segregated.
Current: All educational institutions must be segregated.
Proposed: Public educational institutions cannot be segregated, private institutions can choose to apply a policy of segregation.

Message | It is time to stop the job-killing and profit-killing Apartheid policies. They are a mess that if they had continued may have done unfixable damage. Article 1: Citizenship based on landownership is the old pre-Apartheid policy and given that Saridan is a predominately rural society, this should negatively effect very few people. Articles 2 & 3: This will damage our education system, and eliminate entire groups from positively impacting the nation economically. Articles 4 & 5: There are, and have been, interracial marriages and relationships that are currently deemed illegal. There has been inconsistency in what is determined an interracial relationship based upon who is considered to be a specific race or ethnicity based upon the lack of specifics of the Indigenous Homeland Act. The inconsistency puts the Government on a slippery-slope and needs to be eliminated. These proposals are a good half-way point in which to move without the hastiness of any radical changes to society and possible problems thereof. |
