WHEREAS (1) Current laws and regulations allow prisoners the right of education, even while being punished by society for a crime against society (2) Current laws and regulations allow prisoners to make money and earn profits while in custody of the Republic THEREFORE ----------------------------------------------------------- ARTICLE 1 : Short Title (1) This act may be referred to as " Prison Reform" ----------------------------------------------------------------------- ARTICLE 2: Eduction Reform in the Prison System (1) Prisoners have no right to free education in the prison system. Education rehabilitation will not be given to ANY adult prisoner in the current Republic prison system. (2) All current education systems in the Republic prison system will be immediately shut down and closed. (3) Juvenile prison systems are to be exempt from ARTICLE 2. ---------------------------------------------------------------------- ARTICLE 3: Work in the Prison System (1) No inmate of the prison system may be paid for work. Work is to be highly discouraged, but no completely elimnated. (2) The Juvenile Prison System of the Republic is not allowed to have any work for its inmates. |

Message | Mr. Speaker, While the AM RLP has never been accused of coddling criminals, we feel that the statistics show that a felon with a GED is much more likely to remain free than one without. Therefore, we instituted the educational program in prison to ensure that all felons have a basic education. At no time have we made provisions for post-secondary education, nor would we suooort such a move. As to the second point, working keeps the prisoners occupied and too tired to cause as much trouble. The money earned enables them to purchase items at the prison commissary, which makes a profit for the system. |

Message | Mr. Speaker, Regarding Article 3, it is not necessary for the inmates to spend their money int he prison system. It is very likely they could save up and not spend the money. Indeed, giving money to criminals seems like a poor behaviour. Referring 2.1, work is not banned, but rather discouraged. Regarding Article 2, we are not sure if the AM RLP's points are completely true. A GED is not likely to stop criminal activity. Indeed, probation programs could encourage former inmates to apply for adult learning. Its also important to note 1.3, where Juvenile prison systems are exempted and still retain the right to educate inmates. |

Message | Mr. Speaker, We did not claim that a GED will stop criminal activity. We will state, however, that someone with a GED is more likely to be able to obtain employment than an individual without one. Our viewpoint on article 3 is a further variation on this. If an inmate becomes used to the concept of working for a paycheck, even a nominal one, he is more likely to continue this behavior post release. |

Message | Mr. Speaker, We can certainly understand the points of the AM RLP. However, we do not agree with providing benefits and special treatment to the inmates of our criminal prison system. It is a matter of morality to us in the LUP, we do not believe in giving detained men and women who have been charged with a criminal act against our society benefits that many of our innocent members of society do not get. The unemployment rate is high in many of our provinces, and it is with this unfairness that criminals are given pay checks and working conditions. Prison should not reward bad behaviour, we must punish the inmates to discourage further crime. This proposal will be put to vote in May 3340 as previously ststed. |
