Description[?]:

An act to overhaul the GRD, to increase judicial oversight, to ban private militias, paramilitaries, private armies, to bring the police service under independent control and for related purposes.

Be it enacted:

1. The Global Radicalism Watchlist shall continue to serve the nation of Kafuristan as an element of its national security programme.
a. The constitutional rights of the groups placed on the list, and the members of those groups are reaffirmed by law.
b. The Majlis Al-Umma may place any foreign national or group on the list. This right shall not be limited in any way, deriving from the principles of national sovereignty, and the duty of the government to protect its citizens. The government may limit the immigration rights, or order the expulsion of any foreign group or national already on the list by order of the Internal Affairs Minister.
c. The Majlis Al-Umma may place any Kafuri national or group on the list. No Kafuri national or group shall be deprived of the right of freedom of speech or freedom to assemble without criminal sanction, however. Furthermore any Kafuri national or group placed on the list may protest to the Majlis Al-Umma to the extent allowed by law and petition the courts to be removed from the GRD watchlist.
d. In the interests of democracy, Hizb al-Ba'th al-Qafuri al-Qawmi shall be removed from the GRD watchlist and the "GRD Watchlist: 'Hizb al-Ba'th al-Qafuri al-Qawmi'" law shall be repealed in its entirety.

2. It shall be forbidden for any private army, paramilitary, private police, private militia or any other private armed force to exist. No political party may supply weapons to its members.
a. It shall be forbidden for the armed forces to exercise police powers in national territory except in a state of emergency which shall only be entered into upon a majority vote of the Majlis Al-Umma.
b. The police service shall remain under the operational control of its ministry but its accountability and long-term strategy shall be under the control of the Kafuri Police Authority, composed of 20 seats, which shall be apportioned equally between government and opposition.

MessageWe are entirely opposed to Section 1d, the removal of the Ba'athists from the Watchlist.

First, we reiterate the fact that the Watchlist doesn't include true action against groups, it only flags them as potential threats to national security. Only entities on the true GRD list, which will be referred to as the Main Database, have actions taken against (however, groups are only on this list because they actually carried out or attempted attacks or violence).

The NDP feels that every reason exists for the Ba'athists to be the only watchlist. We refer to these quotes from the Ba'athist leader:

The Ba'athists have made direct threats against the Kafuri government and have stated a willingness to "color the streets and cities red with blood." Their activity must be monitored for the sake of domestic safety.

In regards to Section 2a, current laws exist that would override this regulation of police power. Those would have to be changed before S.2a would have power. We do agree with requirement for parliamentary approval for a state of emergency.

We are unsure of whether we can support Section 2b; we feel this brings too much bureaucracy to the police force and gives too much political influence over the organization as well. The police, which under current laws fall within the Defense Ministry, best operate as they do currently, without a specially apportioned board of politicians.
