The Likatonia Act http://classic.particracy.net/viewbill.php?billid=344332 will be suspended after the President of the United Republics signs an international agreement with Likatonia to reestablish amicable relations. The President of the United Republics of Lodamun may reinstate the Likatonia Act if Likatonia violates the provisions of the agreement or becomes a threat to global peace and/or stability.

MessageThe Likatonian Republic will consider that an approval to send an Ambasador.

Regarding the conditions set out above, we can easily agree to conditions (1) and (3). Condition number 3 is currently in the hands of our coalition partner, the AM Radical Libertarian Party who holds the office of the Minister of Finance. However, we will work to create a balanced budget.

At this time, however, we can not agree to condition (2). Due to a large international tension, the Likatonian Republic feels it must retain ability to fluctuate and regulate defense spending. This will also be used to uphold our various international military contributions, such as the North Seleya Alliance, the Alliance of Terran Republics and our various Joint Military Programs around Terra. We might very well cut spending to under the mark set by the United Republics Party, but at this time we cannot agree to that condition.

We hope this is satisfactory. The current parties in Likatonia, and indeed the Likatonian people, are ashamed at the behaviour of the late Solokoff led government. That government brutalized not only our neighbours but indeed the Likatonian public. It is always been the stance of the Likaton Unity Party and our governments that Likatonia must retain the best relations possible with our neighbours. We offer heart felt apologies to Lodamun for their losses and are more than willing to meet those two conditions set out.

We, in turn, hope that Lodamun will demilitarize borders with Likatonia. We have done this with Valruzia in cohesion as a display that North Seleya is united against all threats, whether foreign or domestic. We hope that Lodamun will once again be the friend of Likatonia that the LUP knows.

Message80 billion is about 6.4% of current Likatonian GDP. Only in the minds of our savage neighbors is this not enough to secure their borders. Their desire to extend power beyond the control of their decaying domain continues despite overtures of peace. Now they suggest we let our guards down and remove the mines, fortifications, anti-aircraft missiles, and the brave Lodamese men and women who have secured this republic for centuries from our vulnerable border.

MessageThe Likatonian Republic is determined to make amends with our neighbours. However, we will not jeopordize the Likatonian Republic or its allies, which technically now includes Lodamun, to placate anger over a regime who is not even in power any longer.

We might also remind Lodamese officials that their current budget is 7.7% of their GDP. We are willing to amend the proposals so that Likatonia will never have higher than 5% above the defense to GDP ratio of Lodamun. Or simply put, we don't have a limit on defense spending.

We agree to demilitarize our borders. We agree to balance our budget. Considering Lodamun was not even invaded by Solokoff, this is hardly a reperation of destruction. We are simply trying to make amends.
