The Radical Party says it passed even he said before two thirds must vote on it and that didn't happened so it didn't passed of defeated . I offer re-vote on it because of many abstainers . 1-If it passed with two third : Enabling act is binding from the date of passing. 2-If it passed less than two third = There is no Enabling act 3-If it defeated = Enabling act is repealed. That is the text of the act : "THE STATE Rules supreme. It is all-powerful and inviolable. It is the totality of all humanity, the sum of everything that exists. That is how things are supposed to be. THE INDIVIDUAL Has no rights. The individual, in fact, does not even exist. People are totally subordinate to the State. People can be disposed of as the State wishes. UNFORTUNATELY There are those that do not recognise these clearly self-evident facts. THEY ARE Liberals, capitalists and democrats. They are, all of them, traitors and idiots. They are also stubborn and unwilling to see the ultimate truth. THEIR OBSTINACY Is getting increasingly in the way of good governance, which the State demands. THEY CANNOT Be allowed to continue to interfere with the government's business. The cannot be allowed to obstruct, hinder and stymie the progression to the domination of the State. THEIR VOICES Must not be heard; their objections must be silenced. They must be reduced to total irrelevance. THE NEW CABINET Is composed of Vanguard parties, and a Vanguard ally, United Badara. This cabinet is a good cabinet, in that it lacks these traitorous liberals. THEREFORE The cabinet alone must have political control. The legislature, filled with these traitorous snakes, must not have power. WE THUS PROPOSE This Enabling Act, which shall achieve the said aims. THE LIBERALS Will be cast into the shadows. They will no longer be important. PARLIAMENTARY PRIVILEGE Will be suspended. Legislators shall be gagged at the government's discretion. CIVIL LIBERTIES Will be suspended. There shall be no more false rights for the government to contend with in the exercise of the State's powers. THE MINISTERS Shall have the power to make, amend and repeal laws relevant to their ministry. THE GENERAL SECRETARY Shall have the power to veto the legislature's proposals. THE INTERIOR MINISTER Shall have the power to censor all speech, broadcasting, literature, art and other forms of expression. THE FOREIGN MINISTER Shall have the power to create, conclude and ratify treaties without reference to the legislature. THE DEFENCE MINISTER Shall have the power to declare war without reference to the legislature. THE JUSTICE MINISTER Shall have the power to order searches and arrests without warrant. HE SHALL ALSO Have the power to void the decisions of the judiciary, and shall have judicial power. SHOULD THIS BILL Pass with a two-thirds majority, the General Secretary Shall have the power to amend the constitution without reference to the legislature. IN ADDITION TO THIS The Ministers shall be able to exercise the powers granted to them without constitutional constraints if this bill passes with a two-thirds majority. THE LEGISLATURE Shall have no power to prevent the exercise of these powers. THERE SHALL NOT BE Any restriction in terms of time on this bill. It will last indefinitely until is it repealed. NOR SHALL ITS APPLICATION Be restricted. Its application will extend to all areas of law and policy. A BOARD Of Administrators shall be established. THIS BOARD Shall be composed of one Administrator for every ministry, and a Chief Administrator for the positions of General Secretary and Premier. THE ADMINISTRATORS Shall supervise, manage and veto the activities of the relevant minister. THE ADMINISTRATORS Are the current ministers. The ministers may change with new cabinets, but the Administrators shall remain until their party agrees to replace them. THIS BILL Will result in the destruction of the obstructionist liberal parties and their flawed policies. IT SHALL Herald the beginning of a new era wherein the State is restored to its rightful position at the head of society. THE STATE Shall once more be supreme and absolute in its power, no longer subject to interference." |

Message | OOC: I always thought that the 2/3 provision was to prevent a repeal, not to pass the bill itself, meaning that only a 2/3 majority could repeal the bill. This isn't a valid repeal, because you say "If it defeated = Enabling act is repealed" and if someone votes "No" they will be voting against that statement, itself. You must have a separate bill focused on repeal. Don't set multiple conditions; it's somewhat god-moding in my opinion. |
