Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Description[?]:

The first step of re-unifying Beluzia. The independence of "The Enlightened Republic of Beluzia" (North Beluzia) is hereby revoked. The legislative body will return to 99 seats, to include the North Beluz states.

To simplify the system, I suggest:
- abolishing the bloc so that laws can be more flexible, instead of forced to be federal
- abolishing the republic, and letting the 2 North Beluz states (Negunia & Bailon) re-join the Beluz Union as counties
- restoring the High Count as the sovereign representative of all of Beluzia
- electing the High Count the way we now elect the North Beluz President

Now, this is simply a return to the "High Count" system, except that the High Count will be elected in a special way, instead of directly.

Each County will be independent, so its leader (whichever family gets the most seats) will be the de facto head of state. The High Count is only a symbol of unity, and he doesn't control the government. The High Count will simply be the Chairman of the federal council, and will play no other role.

Let's return to the old system where families control the legislature (as nobles) and parties control the civilian government. The High Count will only be Chairman of the legislature, but he wouldn't really have much power.
