WHEREAS - Current legislation gives preference to foreign officials and diplomats over Likatonian citizen and our governmental officials. - Current policy does not allow the foreign office the ability to effectively work with and control foreign influence or attacks, both verbal or physical, upon Likatonia. SECTION I A. All foreign officials, while on Likatonian soil, waters, or airspace, are bound to Likatonian laws. Arrest warrants can and will be carried out upon. SECTION II B. No foreign government may open an embassy without permission of the Ministry of Foreign Affairs. The Ministry may only deny embassy openings or continuations if (1.) The nation wishing to open or continue an embassy is at war with Likatonia or her allies, (2.) The nation wishing to open or continue an embassy has refused security measures as indicated by the entire Dorum in a unanimous resolution or, (3.) The nation wishing to open or continue an embassy has enacted any measure that is deemed hurtful and/or dangerous to any Likatonian citizen. SECTION III C. This legislation will become effective immediately after passage of the Dorum. |

Old value:: The Government grants full diplomatic immunity and foreign diplomats are protected from arrests and prosecution from all laws and are protected from civil lawsuits, but may be expelled.
Current: Diplomats are exempt from prosecution for criminal acts but not from civil lawsuits, but may still be expelled because of criminal acts.
Proposed: The government grants no diplomatic immunity and foreign diplomats are subject to arrest and prosecution and civil action under all laws of the host nation.

The government's policy regarding foreign embassies.
Old value:: Any other country may establish an embassy on national soil.
Current: Foreign countries may establish an embassy after obtaining approval from the Foreign Office.
Proposed: Foreign countries may establish an embassy after obtaining approval from the Foreign Office.

Message | We find section 3 especially onerous, in so far as someone who acted in a manner which was legal at the time could be punished under a law which did not exist when that act was performed. It is quite conceivable that the individual would not have acted in that manner had it been illegal at the time. Further, we could not support Section 2 without an explicit statement of what standards would be used to grant or decline permission to open an embassy. |

Message | With this consideration, the LVP will amend certain portions of the bill for political compromise. We are willing to scratch Section 3's retroactive policy completely if Section 2 can be left as is. We believe that the sitting government and Ministry of Foreign Affairs should be able to have the flexibility to not be held within bounds of legalese and unnecessary definitions within legislation. If this compromise pleases the AM RLP, then we will enact the amendment. |

Message | While we can see the desirability of flexibility, we would require at least some guidelines as to what would constitute a valid reason for refusal. If these can be provided and are reasonable, we will agree to support the legislation. |

Message | In the spirit of compromise, the LVP has amended the legislation as such. Section 3's retroactive policy has been entirely scratched, and a series of meanignful restrictions on embassy closings and openings have been introduced. We hope this bill now garners the support of the AM RLP. |
