Description[?]:

WHEREAS

- Current legislation does not protect Likatonian citizens from harmful or threatening individuals entering the nation unfairly from a missionary cover.

- Current policy does not allow the government to control the spreading of harmful and dangerous cults that threaten Likatonian lives and/or society.

SECTION I

A. All foreign missionaries must apply to the Ministry of Foreign Affairs to have a visa to enter the nation. The Ministry will decide if the individual and/or religion is acceptable to enter Likatonian society.

B. Individuals who may not enter the nation under a religious visa must be
(1.) known past criminals,
(2.) known past enemy combatants,
(3.) known past individuals with terrorist connections.

C. Religions who are not allowed to open missions inside Likatonian must:
(1.) have been related to past criminal activity in a widespread manner,
(2.) have been related to past enemy funding or harbouring,
(3,) have known terrorist connections.

SECTION II

D. The Government retains the right to persecute religious behaviour that it deems "cult-like" in a fair and just legal court. The onus of evidence of a cult that threatens Likatonian society remains with the Government. Cults must have one or more of the following attributes:
(1.) dangerous past behaviours or doctrines that support and/or emphasis behaviour that is criminal in Likatonia,
(2.) heavy, prolongated, and widespread relations with any nation that is or was at war with Likatonia or her allies, or
(3.) promotes extreme anti-Likatonian behaviour or treason, including civil revolt or racism.

SECTION III

C. This legislation will become effective upon passage through the Dorum.

MessageAs we have stated on numerous occasions, today's cult is tomorrows mainstream religion. Giving the government the power to prosecute of even to forbid any religious group is the first step to a theocracy. Obviously, any member of a religion who acts in a manner contrary to our laws is subject to prosecution, but for their actions, not their beliefs.

Further, without a set of explicit guidelines as to who would and would not be allowed, we can never give this our support. Even with these guidelines set out, we are doubtful of the necessity or validity of such a bill.

MessageIf there were to be a set of restrictions amended to Section 1 to determine when a religious mission could not enter, would that portion receive approval from the AM RLP?

Additionally, we must note that Section 2 is under a fair and just court in Likatonia, one that will define whether a cult is a danger to society. We indeed included the onus of evidence to lie with the government, meaning that a higher authority and judge must hear a unequivocal statement and evidence to deem a religion a dangerous cult.

MessageIf a set of restrictions were provided for both the entry requirements and as to what constitutes a "dangerous cult"; and the restrictions were deemed reasonable by our party theoreticians, we would be willing to accept the legislation in a spirit of compromise.

MessageIn the name of political compromise, the LVP has introduced many restrictions onto these actions and indeed believe these restrictions are all fair and necessary. We look forward to hopefully moving this legislation to a vote in the near future.

MessageIf the LVP could remove B4 and C4, we would support this measure. We cannot support it as it stands, as we are in full support of freedom of speech, even anti-Likatonian speech. We trust to the intelligence of our citizens to reject any such messages, but insist on the right for them to hear them if they wish.
