| Message | Mr Speaker, I sympathise with the gentleman's point about the Democratic Party's many, many Cabinet Proposals, but I say to him that this change is dangerous to Rutanian democracy, and as such we in Solidarity will not be supporting this bill. I will, however, take this opportunity to suggest to the Democratic Party that the key to forming a Government is not in how many speculative Cabinet Proposals are put forward, but in having proper negotiations so only one attempt is needed.
