Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will pass as soon as the required yes votes are in, or will be defeated if unsufficient votes are reached on the deadline.

Description[?]:

-Upon the passing of this Act, the Jun government is to be dismissed and a technocratic Government made up of experts appointed in its place with the mission of restoring NUM to budgetary and economic orthodoxy
-The government shall serve for the rest of the NUM parliamentary term.

The government shall be made up of the following people:

Premier
Ms. Pak Su-dae - a respected retired economics professor

Finance Minister
Mo Jae-Eun - a former Permanent Undersecretary in the NUM Finance Ministry

Interior Minister
Owain Jeffries - an ex- national Deputy Police Commissoner

Health and Education Minister
Prof. Cadfael Harries - a professor of Public Administration in the University of NUM.

Minister without Portfolio
Ha Wok-Soon - a former Permanent Undersecretary at the Premier's Office

Minister for Intergovernmental Cooperation
Gwen Griffiths - ex-Ombudsman of the NUM Government


-This technocratic Government will not be responsible to the NUM Assembly and shall govern by decree, decrees which can be nullified by the Dranish Parliament.
-The technocratic ministry is however required to report to the NUM 'Assembly and to keep the Assembly updated
-The DAZRA and NUMDASA Acts are to be considered as suspended for the whole term that the technocratic government shall serve.

MessageMr Speaker,

we cannot understand the militant authoritarianism the government is trying to subjugate the NUM citizens to. Without one single round of negotiations with the NUM administration, the Taoiseach has chosen to opt for the most extreme, divisive and morally questionable solution, an undemocratic cabinet of technocrats governing by decree. This bill, if passed, will only add fuel to the fire and arosue the anger of the NUM people, who will feel betrayed and deprived of their just, democratic rights.

MessageMr Speaker,

What is not 'extreme, divisive and morally questionable' about a certain Premier who has encouraged violence, wrecked the NUM economy and society of the NUM and has repeatedly deployed thugs and militias on the streets of the NUM? Yet not once have I heard the hon. Member complain of all that. Does the hon.Member think that the increasingly poor people of the NUM prefer continued economic chaos and corruption with democracy or orderly and expert governance by a non partisan Cabinet. I believe they favour the latter and for the next two years or so, it's truly the best they can get. There is of course the other option - completely dismantling the whole autonomous structure...

Should this act pass the whole of NUM shall rise against Dranland. We will not have our rights taken away, our government dismissed, and our democratically elected assembly made powerless. We reject this government plan and we reject any attempt to dismantle our economic institutions. You are endangering the peace negotiations with the Commonwealth Liberation Army and you can be sure if this act passes our government and Premier Jun will lose any possible authority, political or otherwise to calm the flames of war. Did Ovalle not watch Premier Jun's speech which he offered an olive branch?

I don't know who you are, Mr Woodward but I will say to you, if you think you can come into Parliament and make threats and get off lightly then you know nothing about the HDA or the government. We will hunt down every one of sorry a** comrades and I will have the NUM placed under military administration and a full on state of emergency if you feel technocratic government is harsh, wait till then. The government will not tolerate terror, threats or corruption in the NUM or anywhere else.
