I propose the following points for discussion:

1) The Xzarin Catholic Church of Solentia (XZCCS) is the successor organisation of the Church of the same name belonging to Father George Bailen, founder of the modern Federal Republic

2) The XZCCS is a loose confederation of a variety of Hosian Churches in Solentia which 'look' to the Archbishop of Clezomene (ABC), Tesuhen for spiritual guidance

3) Churches who seek membership only need to make a simple pledge of commitment, and register their membership with the ABC. The ABC will then receive them into membership

4) Any Solentian church which agrees to the orthodox doctrines of Hosianism is entitled and encouraged by law to become a member of the XZCCS

5) The XZCCS is a 'broad church' and tolerates many kinds of variations of teaching and practise. Members are expected to co-exist peacefully with each other and if necessary debate disputes within the borders of the church. When disputes cannot be resolved the ABC may mediate. When disputes still cannot be resolved member churches are expected to co-exist in a state of 'holy tension' and maintain church unity

6) Each 'affiliated' church within the XZCCS is a fully independent organisation and may appoint its own Bishops or other leaders

7) Each 'affiliated' church within the XZCCS is entitled to run its affairs and maintain order entirely as it believes is correct

8) Affiliated churches maybe stripped of membership because by a 2/3's senate vote and the recommendation of 2 of the 3 Bishops. The only reason this can occur is serious heterodox teaching

9) The ABC is supported in his ministry by the Bishops of Metapontum and Pinara

10) Bishops are appointed for 15 year terms of office by the Supreme President, and nominations must be approved by a Senate majority. Bishops can only be removed from office by a 2/3's vote in senate and the approval of the other 2 serving Bishops. The only reason this can occur is serious heterodox teaching

11) The XZCCS is funded by donations from member churches and a small central government grant

I don't support the Xzarin Catholic Church to be interfered by the Government. They should be able to do it without us meddling in it.

Random fact: The voters enjoy active parties who take upon themselves the initiative to create laws.
