Description[?]:

The current national policy towards the use of nuclear weapons is needlessly aggressive, and politically unsustainable. To use nuclear weapons purely to secure victory in war goes beyond their scope as useful weapons, and makes far more difficult the construction and maintenance of an international order based on restraint and deterrence. The current policy encourages first-strike plans by our enemies, and pushes them to secure nuclear arsenals of their own, further destabilizing the international order.

To adopt the measure proposed here by our coalition partners would be unwise. Nuclear weapons are dangerous; we admit that. But the Crownlands are a power in the region, some say perhaps in the world. We have duties to our allies.

I am hesitant to say so publicly because it would defy its purpose, but our stance on nuclear weapons is a bluff to enable us to pursue a deterrent. Such is the nature of most nuclear arsenals in the world today. There is absolutely no intention from our side to use nuclear weapons, but we feel that downgrading our nuclear deterrent to a known second-strike weapon would hurt national security and the national interest.

I therefore call upon the House to reject the current proposal.

The nation should strive towards disarmament and the pursuing of diplomatic means of resolving conflicts. I do not believe that the international standing of the United Imperial Crownlands depends upon the continuation of our nuclear arsenal. This issue is of such importance that I personally have spoken upon it, and I urge the Partei Rechtsstaatlicher to push this bill to a vote.

I would very much counsel against this. Indrala has nuclear weapons, and reserves them for any reason. Should we disarm our nuclear arsenal, we would be left without a deterrent should they decide to escalate the mandate of heaven controversy. If the House should agree to downgrading to second-strike, I hope they will not follow the Staatsministerin in her proposal to totally abolish our deterrent.

If I weren't on the out already, I would resign following the Staatsminister's personal intervention in favour of such a damaging policy.

Nuclear weapons present a plethora of problems that far outweigh their use in conflict. I do not believe that the Indralan government would prove foolhardy enough to use them - whether we have them or not. The abolition of nuclear weapons is an urgent humanitarian necessity, as an effective humanitarian response would be possible, and the effects of radiation on human beings would cause suffering and death many years after the initial explosion. Eliminating nuclear weapons – via a comprehensive treaty – is the only guarantee against their use.

Keeping weapons as a deterrent only promote disintegrating international relations and an intrinsic mistrust between governments. How are diplomats meant to address the mandate of heaven controversy knowing that failure could result in mushroom clouds across Terra? Furthermore,our weapon programme diverts public funds from health care, education, disaster relief and other vital services.

By all means use nuclear power - we are completely in favour and wholeheartedly advocate its adoption - but nuclear weapons are a no-brainer, and must go. I hope that the Minister's replacement will prove more compassionate in that regard, although following his comments I deem it unlikely.

Frau Yanagimoto will no doubt be aware that Indrala refuses to negotiate any solution to the mandate of heaven controversy. It's their way or the highway - either we recognise their traditionalist opinion on Gao-Showan culture, which very much go against the Septembrist ideals of harmony and equality between Gao-Showans and others on which our state is built, or we don't. I wish there was a way to turn back the clock on Indrala to the heyday of the Sima Dynasty, when they shared our ideals, but there is not, not at this moment.

Herr Goddestreu has a point. Of course we agree that nuclear weapons are dangerous and that in an ideal world, they would not exist. However, we must also remember that it takes two to tango. Unilateral disarmament is at best no use for international security and at worst downright detrimental, because it removes the protection of a nuclear deterrent not only from us, but also from our allies. The only possible way forward would be a multilateral agreement on nuclear disarmament and non-proliferation: by any other way, it would only alter the balance of power in favour of those who continue to possess these weapons and thus further entrench the danger that these weapons present.

Surely that is not an unreasonable stance on the matter?
