Be it resolved by the this holy body that the following administrative reforms take effect immediately in the colonies of the empire.

I. Appointment of Viceroys
a) That the Emperor appoint new Viceroy's to govern the colonies in his name with the absolute authority to carry out all laws passed in regards to the colonies and their local laws.
b) The Viceroys shall serve at the pleasure of the Emperor, and shall be answerable only to him and his Imperial Privy Council (OOC: Imperial level of government, not the National).

II. Investment of Absolute Power to the Viceroys
a) That the Viceroys in all the respective colonies be given absolute power to administrate and legislate all matters within the colonies.
b) That the local legislative assemblies be stripped of all legislative powers and serve as advisory assemblies to the Viceroy.

III. Judicial Centralization
a) All judicial institutions are to continue to function as normal. With those requiring legislative approval being approved by the Viceroy (section II a).

IV. Self-Defense Forces
a) All Self-Defense Forces be placed under the complete and total command of the colonies Imperial Viceroy.
b) A review is to be given on how to best to utilize these forces.

So we are to allow for chaos to reign in the colonies since we have not reappointed Viceroys since the restoration of the monarchy and empire?

These temporary measures would at least allow us to govern them until we have reestablished full imperial rule here in the Homeland.

It would appear that the government is nothing but a hypocrite who says we can't pass or debate laws one minute, and the very next votes in favor of our proposals. I would say that the good gentlemen in the chamber needs to determine which opinion he wishes to follow.
