| Seeing shelter as a basic human need and fundamental human right, the national government shall enact a program to guarantee housing for all of its citizens. To accomplish this goal in a manner that respects private property, encourages investment in our real estate sector, and minimizes government bureaucracy, the government shall cooperate with the private sector to end homelessness. |
