MessageHerr Präsident,

as soon as we accept the utilitarian premise of what is euphemistically called "compulsory purchase", we discard the principle of the sanctity of private property, which is the basic foundation of the doctrine of private autonomy which constitutes the most important part of civil liberties. This shall never happen.

Furthermore, it says a lot about Herr Siegel's party that he is proposing a policy which was last pushed by the heinous Communist government of Sascha Meinhof when it attempted to instate the central government's absolute authority over the citizens. It is completely insensitive of Solidarity to propose such a cruel policy when the dreadful memories of Communism still live on in the collective memory of our citizens.

I find myself in the rare situation of wishing Herr Gubler were here. He would tell Herr Siegel, in no uncertain terms, that the Kleine Leute Herr Siegel claimed to stand for will be trod upon by the state should we allow them the right of compulsory purchase.

Unlike Herr Gubler, I would put it slightly differently. Unlike Herr Siegel, I believe in the public spirit and commitment of all those millions of people across the Crownlands. If we all benefit from public works, their recognition will be enough to secure us the requisite property for a fair compensation; if not, then perhaps society doesn't want the project to go through. When I was Schöffe in Phönix, I had no trouble whatsoever to achieve a voluntary agreement, because people believed in what we did. What I am vigilant for is to allow just every Gemeinde to seize private property for prestige projects the community doesn't want - for a new town hall when we need a new school -, because that's what will also happen if we give compulsory purchase rights to governments indiscriminately.

We don't need to restrict private property like this, Herr Präsident, and this government will not stand for it.

Those parties which are voting this Bill down are effectively vetoing any major public infrastructure project. The development of new roads, railway lines, airports and seaports will be next to impossible without the legislation we are asking for.
