Herr Präsident,

this bill aims to increase school choice and diversify the educational landscape. With the recent additional investment in education passed by the coalition, we intend to fund excellent schools in order to assist them in providing broad and inclusive access to a greater number of students, particularly those whose parents could otherwise not afford sending their children to private schools. In detail, this reform is based on three provisions:

(1) Every private school may apply for funding at the Ministry of Education.
(2) Every private school that applies for funding must outline its educational policy and also provide proof for previous successes of its educational concept to the Ministry of Education.
(3) The Minister of Education shall appoint a board of independent education experts. This board shall review the educational concept and performance of the applicant schools in order to assess whether funding it would be in the public interest.
(4) Based on the results of the professional review in (3), the board of experts advises the Minister of Education to grant or deny subsidy to the applicant schools.
(5) The final decision on whether or not to grant subsidies to applicant schools continues to rest with the Minister of Education, although he is obliged to at least take into account the findings of the board of experts.

Improving educational standards in this country depends upon improving the state education system, not squandering resources on private schools for rich parents who can afford to pay fees anyway.
