this bill aims to introduce the standards that apply to the conventional sale of food to alcohol and tobacco, namely ending the licensing system and similar restrictions, and only keeping those regulations that ensure that minors don't have access to these products.

I am deeply disappointed with Herr Holzinger, who seems to have u-turned back to policies that do nothing to discourage the socially harmful practices of drinking and smoking, and the adverse effects they have on the health of others. I need not rehearse my argument here - the House knows it most assuredly and my party will oppose it.

we have in fact never converted to paternalism as Frau Dr. Weigel seems to have thought, and although I am sorry for the disappointment resulting from the shattering of this misconception on her part, I do not apologize for it. Personal health, not "public" health, is what our party wants to encourage, and for this reason we oppose the health-related socialization of personal behavior which her paternalism-driven approach aims to achieve in its last consquence.

MessageHerr Präsident,

Deregulation the markets in alcohol and tobacco in this way would do enormous social harm. As an example, at present, shops and pubs are obliged by law not to supply alcohol to people who are already intoxicated, and risk losing their licences if they do so. The abolition of the licensing system will abolish all sense of restraint and responsibility on the part of those who sell alcohol. I shudder to think what the effect of this will be on our cities and towns, on our communities and upon our most vulnerable people.

MessageHerr Präsident, my party has not always agreed with the shr. ehrw. member, but Herr Holzinger is absolutely correct that personal health should not be subjected to the paternalistic attitudes that so greivously insult the intelligence of the ordinary Cronwnlander. Herr Holzinger has not always been the champion of the common people, but he is right in believing that they have enough judgement to look after themselves.
