Herr Präsident,

Much has been said about the current government policy on refreshments and things for enjoyment, and while I can understand those who say parents and not the government should decide whenever their kids are ready to consume these, I doubt that the political climate of the Crownlands is ready for such a libertarian reform. However, the current restrictions on sales and consumption of alcohol and tobacco must still be seen as something unnatural, making your own beer, wine - or your own smoke or snuff from your own tobacco crops, or selling them to your neighbours - is a very sound, environmentally friendly and natural way for the civil society to prosper. We must end these unnatural restrictions at once.

There is nothing natural about abolishing regulations on tobacco and alcohol - our policy has always been based on the principle that Dr. Weigel first enshrined in law, being that smoking and drinking cannot be seen as purely private matters as long as they harm others. Public alcoholism will be an increased problem in our city streets, a nuisance (again) to others.

These regulations are necessary to ensure first of all that we can ensure that tobacco and alcohol are not abused (for example, we object to the principle that children can be given tobacco by adults legitimately). It is hypocrisy to set these standards and endorse the principle that we should protect our children while wishing to abolish the very standards keeping them in place. Secondly, these regulations are effective ways to discourage what is, when push comes to shove, an unhealthy lifestyle and encourage smokers and drinkers to think again and act responsibly.

drinking in public places is not per se a threat to public security - we see no reason why we should not allow it. If there are excesses, the police may deal with them as with any other dangerous activity, but we are against stigmatization and general suspicion against drinkers.

As for the principle of protecting children from substances that are not fit for consumption at a young age, which we support, we do not see how the proposed reform would bring about any significant worsening, since the sale of tobacco remains restricted to adults. We cannot supervise whether children have access to tobacco beyond that point, and agree that this must be left to their parents.

Altogether, we will support this reform as a matter of removing the bias towards paternalism in the current health laws, and return to a more balanced approach, even though we do not wish to go as far as our otherwise highly esteemed for Staatsministerin, Dr. Lahnsteiger.

MessageHerr Präsident, I concur with my colleague, the Parliamentary Leader of the LVP. We as a party stand against the paranoia surrounding drinkers. As my sr. ehrw colleague has said, if any illegal behaviour occurs, that is a matter for the police, but we do not believe that drinkers should be considered potential criminals simply because they drink by a paternalistic state. I concur furthermore that the changes in the current regulations will in no way affect the access of children to alcohol.
