National Press Charter (NPC)- Draft Agreement

Objective
The NPC exists to ensure objectivity within the nations media outlets which publish under the heading of 'Soletian News'. Recognising Solentia's historic liberal free speech laws the NPC is a forum where by misinformation in the media maybe publicly addressed and challenged

Organisation
The NPC is a purely voluntary organisation which all forms of media are able to join. Members may carry the NPC logo on their publications / broadcasts as a quality guarantee of their journalism
Members of the NPC are expected to follow the Code of Conduct
The Press Executive Council (PEC) are the governing body of the NPC, made up of an appointment of each political party represented in the Senate, and a representative of each member organisation, the Chair of the Council is elected by Council members (OOC only needs to be in play when necessary for RP. If a player RPs several media organisations, they can all join, however that player will still only be entitled to one vote on behalf of their organisations)

Code of Conduct
Members should have a minimum guarantee of objectivity as follows:
non-proven facts should be clearly reported as such. Is such cases an alternative view point should also be expressed, and
Editors / owners opinions may be expressed but should be clearly labeled as "comment"

Complaints Process
Complaints against members should be made to the PEC, stating clear reasons as to how the code of Conduct has been breached. The PEC with debate the complaint and the Chair will publish a report of findings and a verdict
Complaints maybe upheld, partially upheld, or dismissed. When a complaint is upheld or partially upheld sanctions maybe imposed
