Bill: Public Interest Disclosure Act

Details

Submitted by[?]: Partido Nacional

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: November 3708

Description[?]:

This bill is our promised "Whistleblowers' Charter", establishing a statutory Public Interest Disclosure Committee to protect civil servants from being discriminated against for leaking confidential information in cases where "the benefit to the public interest in doing so is less than the harm caused by the release of the information". We hope this bill will prevent a repeat of situations like the recent one, where the Foreign Minister tried to intimidate civil servants for leaking information pertaining to the unpaid parking fines accrued by foreign diplomats attached to embassies stationed in our capital.

MessageHonourable Members of the Asamblea Federal,

This is an attack on the state and institution of the government of the Federal Union of Gaduridos. In my case, the Department of Foreign Affairs must handle delicate situation diplomatically with foreign counterparts. This will essentially become a tool to disparage the government in power by power hungry and partisan zealots that happen to have a position in Government.

We can compromise on the creation of a information disclosure desk in government or in the ministry, where civil servants can go with complaints and comments. This will of course be handled correctly and internally. This in the interest of protecting the institution of the Government, and protecting the people of Gaduridos. Harmful information that can be dealt with peacefully need not be in the media, where the enemies of Gaduridos can rally around.

Danki,

Minister Joaquin Nava
Department of Foreign Affairs

MessageThe PWG will support measures that protect whistle-blowers from being prosecuted for whistle-blowing.
We, however, also feel the need to subject whistle-blowers to the same law that media adhere too in regards to publishing proven falsehoods.

MessageSenor Presidente,

We are not surprised that the Foreign Minister is opposing protections for genuine whistleblowers, because he himself is part of the reason we need those protections in the first place. It is shameful that our government ministers are so arrogant as to think they have the right to intimidate civil servants in the way that they do.

MessageSr. Presidente,

With the passing of this resolution by a constitutional majority, Gaduridos has become weaker. We might as well start calling it the 'Federal Disunion of Gaduridos' as we support the potential disparaging of the government from the within, due purely for political points and partisan gains, regardless of the harm it will do to the government.

MessageSenor Presidente,

I wish to reassure the Honourable Gentleman that the Public Interest Disclosure Committee is charged to only support the actions of civil servants where "the benefit to the public interest in doing so is less than the harm caused by the release of the information".
