This bill does not legislate for a legally enforced salary cap.
What this bill does is encourage employers and unions to negotiate a salary cap for their own industry.
Industries will have their own salary caps, each enforced by the respective union and employer organisation.

The LDP agrees partly. We believe that this is something between Unions and Employers if they find it an important issue. Indeed, no government interference is necessary. However, there is no law needed to implement this.
Therefore, we will vote against this bill.
