| A bill to to improve the national security of the Federal Republic of Hutori by creating a Federal Investigative Agency placed under the joint control of the Ministry of Justice, Ministry of Defence and the Office of the President; and by establishing provisions to prevent and monitor violent extremist behaviour Title I: Federal Investigative Agency (FIA) Article I: In general - the Federal Investigative Agency will be responsible for investigating major crimes, terrorist groups, and specific groups, events, or individuals deemed to be of interest by The President, The Minister of Defence, The Minister of Justice, or the Federal Congress. The Federal Congress will be required to pass a resolution to order the FIA to begin an investigation. The President and aforementioned ministers need only give an executive order to the Director of the FIA to order an investigation. Article II: General Setup of the Federal Investigative Agency - The FIA will be headed by a Director appointed by the President. The director will be responsible for selecting two Assistant Directors (OOC: Director and Assistant Directors will be given to actual political parties by the president following every election. The President cannot appoint his own party to any of these positions, but is allowed to give the positions to only one other party). Article III: Duties of the Federal Investigative Agency - The FIA will be instructed to fulfill the following duties: A.) Protection of the President, Ministers, and Members of Congress. B.) Protection of foreign dignitaries and diplomats C.) Investigation of Serial Killings and Mass Murders D.) Investigation of all crimes committed against or by employees of the Federal Government E.) Investigation of all crimes committed on Federal Property F.) Investigation of bank robberies G.) Investigation of all interstate crimes H.) Investigation of crimes against children I.) Investigation of major Art theft J.) Investigation of human trafficking K.) Investigation of all violations of international laws and treaties L.) Investigation of events, groups or individuals as directed by Executive order from the President or Minsters of Defence and Justice, or by Congressional order. Article IV: Funding for the Federal Investigative Agency - The Federal Investigative Agency will receive funding from the Office of the President (OOC: Administration Budget). Title II: New Provisions to Monitor Violent Extremist Behaviour Article I In General - The Federal Government will instruct various agencies to conduct investigations into groups and individuals who may pose a risk of promoting, or taking part in violent behaviour as a means to gain political or religious power. Article II - The Federal Investigative Agency (Title I of this document) will reserve the right, will proper judicial permission, to conduct wire taps on groups or individuals deemed to be possible suspects of terrorism or violent extremist behaviour. Article III: - The FIA will be granted the right to conduct undercover investigations into groups suspected of terrorism or violent behaviour. |

| Message | Madam Speaker, I personally support everything part of this bill except the fact that the two branches of power - the executive and legislative - are two mixed up in this proposal. We must not politicize the executive power and therefor change minor details in this proposal before we can vote in favor. We would like that an independent board of experts elect each Director of the intelligence agencies who of course is politically independent and then give the mentioned ministers in the proposal, myself and a congressional committee which could be named the Intelligence Control Committee (ICC) an insight in what they actually do in the agencies. The ICC must however not have the power to take executive actions - this should only be possible for the Directors and in special cases the President. | Message | Madam Speaker, We understand the Gentleman's concerns, so I will clarify a few things. First of all, the reason that both the legislative branch and the executive branch have the ability to order an investigation is to provide a central investigative agency that will serve the purposes of the Government. Having one agency answering to the President, and another answering to the Congress would form an excessively bureaucratic system (OOC: I'm trying to avoid the mess that is the American intelligence pool/police apparatus). OOC: In Character, the Director and Assistant Directors would be independent. My goal is to make the Agency an actual functioning system. For this to happen, players will need to represent the director and assistant directors. |
