We, Minister of Justice of Lodamun, ask permission to the Presidium to set up a trial, being: Zardugal, Alduria, Beiteynu, Rutania, Selucia, Tukarali, Kanjor, Baltusia, Al'Badara, Vorona and Vanuku versus Hashim Zahir Boulos, also known as Wadud Mostafa El-Mofty. cfr. http://forum.particracy.net/viewtopic.php?f=18&t=5934 All of the nations mentioned above are entitled to hand in their demands and request. We propose to extradite the accused to Baltusian authorities and to seize all of his properties. We belive that he should not be tried in Lodamun but elsewhere, either a country that was directly involved in this or a country that is completely not involved and totally neutral. It may be for the best that Hashim Zahir Boulos (also known as Wadud Mostafa El-Mofty) be tried in a different manner than our usual fair, but to show such disregard for Lodamun's courts in our Presidium will not do, Ms. Collins. Message | Mr. Grant, all of the nations would be invited to send over one or more representatives to our nation to participate in the trial. If necessary I would allow an independant and neutral court to decide the outcome of the trial. Eventhough, Mr. Boulos should be given a fair trial. So none of the accusing nations should be represented in the board of judges. Since we do not extradite criminals, the process should take place in our own nation. since, for as far as I'm aware of, we have got no treaty signed with one of the accusing nations on extradition, no extradition will occur. Message | Mr. Speaker, I agree with others who have spoken here who are appalled by the crimes of Wadud Mostafa El-Mofty. This man needs to be brought to justice, even if, in this case, that means the machinery of international justice has to be somewhat improvised. So far as we know, El-Mofty's worst crimes have been committed outside of Lodamun, but let us remember he has also broken the law here too. His successful application for Lodamese citizenship was submitted under a false name and concealed the details of his notorious criminal background. Given these circumstances, surely the Minister of Justice would be justified in stripping this man of his Lodamese citizenship and thus removing his immunity from extradition? He did, after all, obtain his citizenship through illegal and deceitful means in the first place. Given Lodamun's unfortunate record on civil rights it would probably be best, if only for matters of appearance, to let El-Mofty be tried under another jurisdiction. By the law, and the regular procedures of obtaining citizenship, this man would not have been allowed into the country. He obviously snuck in and has been living here as an illegal immigrant. In fairness, though, it seems fair that his victims should be compensated from his estate. After he is convicted, El-Mofty's assets in Lodamun should be used for this purpose. So that main "victims" of his crime are governements from tax evasion and organizations from scams. his "assets" should be distributed amongst those with a claim. That may well include the Lodamese government. In any case, it is up to Baltusia to deal with it all now.
