Allows specially qualified and trained adoption agencies to handle adoptions. These private adoption agencies can ensure the top testing and placement of parents and the adoptee. Every agencie must be certified by the government and hold a license to carry out adoptions. |

Current: Regulation is used to screen out only those with a previous history of child abuse.
