Mr. Speaker,

Though such reforms were rejected in the past - we have reason to believe the necessary consensus now exists in the Presidium for a separation of the executive and the legislature.

In the past - the most popular parties have often been locked out of the political process by smaller parties ganging together and selecting a President as a post-election fait accompli. We have heard much talk of unity and representing the entire people, but in truth the deep sectarian and political divides in this nation make such appeals farcical. We are a contested and divided nation, we should not attempt to ape the characteristics of totalitarian unity via a system of back room deals. The people need a champion, not just a politician with the best connections.

We propose that a Tribunate be established - to directly represent the most popular party, while the Presidency will continue to represent a boarder coalition of the political parties in the Presidium. The new Tribunate will take on the characteristics of the head of state, presiding over important ceremonies and events. Parties who wish to see a certain leader as Tribune will have to publicly endorse one another before elections - making clear to voters who will be in power after elections depending on their vote.

While I recognise that this bill is likely to pass, I will still vote against it to show support for the current system. I am not opposed to this system, and I only simply prefer the current one. I commend the ECDP for such a brilliant proposal.
