| This Act establishes special guidelines and penalties to prosecute perpetrators of the heinous act of Genital Mutilation. Article 1. Genital Mutilation shall be legally defined as any modification of the genitalia of a minor or unconsenting adult performed for non-medical purposes. Article 2. All medical professionals and employees of the Federal Government of Hutori shall report all cases of Genital Mutilation and all cases of Attempted Genital Mutilation to Social Services or Law Enforcement. Article 3. All minors and dependent adults at risk of being forced to undergo Genital Mutilation shall be considered victims of Domestic Violence as defined by the Sexual and Domestic Violence Prevention Act. Article 4. 1. A person who forces a minor or dependent adult to undergo Genital Mutilation shall be sentenced to a minimum of 15 years of incarceration. 2a. A person who performs Genital Mutilation on a minor or unconsenting adult shall be sentenced to a minimum of 25 years of incarceration. 2b. A medical professional who performs Genital Mutilation on a minor or unconsenting adult shall be sentenced to the loss of their medical license and a minimum of 25 years of incarceration. 3. A person who removes or arranges to remove a minor or dependent adult from the national territory of Hutori for the purpose of forcing them to undergo Genital Mutilation shall be sentenced to a minimum of 15 years of incarceration. 4. A medical professional or employee of the Federal Government of Hutori who intentionally conceals a case of Genital Mutilation shall be sentenced to a minimum of 5 years of incarceration. |

| Message | Genital mutilation is a barbaric abomination intended to destroy sexual pleasure; there is no justification for performing such a vile procedure on an unconsenting person. If someone is willing to have such a modification made to their body for religious reasons, they can chose for themselves once they reach the age of majority as established by our reason-based secular law. However, we would be willing to consider the addition of an article permitting medical professionals to perform posthumous "circumcision" on minors and dependent adults (both male and female) in cases where: 1. The family of the deceased can prove that the procedure is required under the laws of their religion. and 2. The deceased is proven to be dead, beyond all reasonable doubt, a minimum of 72 hours before the procedure is performed. |
