| Congress hereby reaffirms the following emergency powers given the extraordinary security situation facing the Federation. 1. The state of emergency is hereby renewed for another 3 years from the date of passing by this resolution. 2. Congress hereby declares that for the next 3 years the Zardic National Guard of all 5 states will remain under federal control and Presidential direction. 3. The duly designated federal law enforcement agencies shall be able to detain for a period no greater than 2 weeks all persons suspected of committing, conspiring, aiding or abetting acts of terrorism, terrorist groups, state sponsors of terrorism or those entities involved or suspected of involvement in foreign espionage. 4. Search and seizure warrants and arrest warrants regarding investigations of terrorism and/or foreign espionage may be granted by the Minister of Justice and/or the appropriate Federal Attorney without the approval of a judge. 5. At the direction of the President, the Zardic Armed Forces are authorized to reinforce and assist in efforts of civil policing and law enforcement in areas which are under grave threat. 6. Only approval from the Minister of Justice is needed regarding extraordinary surveillance of suspected terrorists or those affiliated with terrorism and those suspected of or affiliated with foreign espionage. 7. The President may authorize a curfew in security sensitive areas. 8. Due to the extraordinary situation in Kalvario, the civil government is hereby suspended in its operation indefinitely and military governor, appointed by the President is hereby installed to restore order and the enforcement of law. |
