To declare the Tuesday following the first Monday of November as a federal holiday, and for other purposes. SECTION 1. SHORT TITLE. This bill shall be referred to as the `Election Day Act’. SECTION 2. PLAIN SUMMARY. This bill does two things: names Election Day as a federal holiday and encourages private employers to provide the day as a holiday and provides for same-day voter registration at polling places for Election Day. SECTION 3. SEVERABILITY. If any provision of this Act, or the application of such provision to any person or circumstance, is held invalid, the remainder of this Act, and the application of such provision to other persons not similarly situated or to other circumstances, shall not be affected by such invalidation. SECTION 4. ELECTION DAY HOLIDAY. (1) Election Day – The Tuesday following the first Monday of November shall be designated as a federal holiday, hereafter known as `Election Day’. (2) Sense of Kokkai – It is the sense of the Kokkai that private employers should provide leave for all employees on Election Day to ensure that every Sekowan has the ability to cast his or her ballot in Presidential and all other federal elections. SECTION 5. SAME-DAY ELECTION REGISTRATION. (1) Designation – A polling place on Election Day shall also serve as a voting registration agency on that day. (2) Transmission of Completed Forms – Any voting registration forms completed on Election Day shall be transmitted to the state elections official along with the transmission of the ballots from that agency. (3) Identification - Anyone of legal voting age who presents a legitimate form of identification shall be permitted to register to vote. SECTION 6. YOUNG AMERICAN VOTER PRIVILEGE. If the eighteenth birth date of a prospective voter whom is seventeen years of age is in between November 1st and the date an elected official on the ballot is due to take office & the prospective voter fulfills other non-age related requirements for voter registration they must be allowed to vote in said election. SECTION 7. ENACTMENT. This Act shall come into force on immediately succeeding January 1st. |
