A bill to establish the position of President of the Senate.

Be it enacted by the Senate of the Democratic Republic of Solentia that,

A.) PROCESS FOR ELECTING THE PRESIDENT:

Following each national election, the Senate will use the following process to elect an official presiding officer of the Senate:
_1.) The two largest parties in the Senate will each select a candidate for President of the Senate
_2.) Each party will have one vote, which they may cast for one candidate of their choice
_3.) The candidate with the most votes will hold the position of President of the Senate until the next election.

B.) DUTIES OF THE PRESIDENT:

The President of the Senate will officially preside over debate and other proceedings within the Senate. In doing this he/she may:
_1.) Temporarily censure members of the Senate for inappropriate, and/or abusive conduct on the floor
_2.) Refer bills and resolutions to committees

C.) PROCESS FOR IMPEACHING THE PRESIDENT OF THE SENATE:

In the event that the Senate considers the President to be abusing or neglecting his/her position, the Senate may seek impeachment. If the President is successfully impeached, another election for President of the Senate will be held between the second and third largest parties. The process for impeaching the President shall be as follows:
_1.) One or more members must enroll a resolution calling for the impeachment of the President of the Senate
_2.) The President will not be officially impeached until the resolution passes, however he/she will not be allowed to Preside over the Senate while the impeachment resolution is pending.

D.) OTHER:

1.) Members of the Senate, when debating or speaking officially on the floor, must address the President of the Senate as Mr. President (if male) or Madam President (if female).
2.) In order to address other members of the Senate directly while speaking on the floor, members must first seek permission from the President by making a motion to "directly address the floor" (OOC: The President does not need to approve, and the party can continue with addressing another member of the floor)

MessageOOC: Hmm to appease the Unionists, I think it would be better to have the name be Senate Warden, as has been traditoinally used in the past - but this time it can be a real Senate Warden in charge of Senate administration, etc.
