Message | Senators, Given that the Hobratsuri Monark'istuli Partia government in Hobrazia has fallen and no longer even has any presence in its national legislature, this Treaty is for the time being effectively defunct, as there is no Hobrazian government to negotiate with. But let me turn to the issues theoretically involved here. We have always agreed that those facing religious persecution abroad should be welcomed here in Selucia. In the case of pagans like the Hobaists, this right is guaranteed for them already under the Pagan Immigration Act, so this Treaty would not be essential for Hobaists to come here. A broader and more serious problem we have with this Treaty, though, is that ratifying it could give the appearance of giving Hobrazia the green light to mistreat its Hobaists. The Hobrazians might get the idea that instead of being expected to tackle discrimination against Hobaists, we expect to take care of their problems for them by accepting all of the Hobaists as immigrants. In moral terms, it is very dubious for our government to get into arrangements like this that involve mass transfers of populations from one country to the other.
