If we understand it correctly, the overall annual financial contributions (both military and non-military) stand at 50 billion ALD or equal to 20.5 billion MRD (slightly rounded up).

Is the Government proposing to allocate a share of the current Defence budget or can we expect that the overall budget is going to be increased by the relevant numbers?

MessageThere are some minor wording issues with this Constitution. The term region is used a lot but It could be confusing because areas within the member nations are sometimes referred to as regions. The term State is a suggestion for this term. For example, Mordusia would be a State of the South Seleyan Union with Staats that are under the State. We may want to change Staat to County or something like that so there is not confusion.

The Constitution needs more concrete requirements. We propose the Constitution be modified to include the following requirements for the member states:

1)Travel by foreigners to the nation:

-The nation imposes minimal border controls on visitors, with cursory security checks, to confirm visitor identities.
OR
-The nation imposes no border controls on visitors
OR
◦The nation imposes strict border control on visitors, with intensive security checks, to maintain law and order

2)The banking system:

-The government operates a central bank and all other banks are private.
OR
◦The government operates large, national banks, but small community based private banks are allowed.
OR
◦The government operates and owns all banks.

3)National Military Policy:

-The nation retains a full time, professional army, navy and air force.

We ask for these minor changes to be drafted as a new treaty. We commend the author of this Constitution. Once the Constitution is ratified, we should continue to work on more treaties that will unite define South Seleyan national policy in all areas. We are excited by the prospect of uniting South Seleya. South Seleya could be the greatest nation on Terra!

MessageWe appreciate the general support of the conquest party and we would like to work to address your concerns. We would be okay replacing the word 'Region' with the word 'Sate'. We used 'region' to be intentionally vague so a system could later be set up. Now to address the other concerns:

We are fine with 1 and 2 however since this treaty provides specifications for a joint military of all member I'm not sure its necessary to have nations maintain their own military, though they certainly could along side the Union Military if they wanted to. If they were made to have a full time military, member nations may have to increase their military budget dramatically. Perhaps some sort of middle ground would be to offer more options such as a part time or volunteer armed forces? I'm just spitballing.

If we can agree on your third point then I would ask that we ratify this treaty and then draft amendments creating provisions for your points upon founding of the union.

MessageAs we have stated before, there are issues that will need to be fine-tuned when the Union is in place. The Constitution and its Governing bodies, as well as the Courts represent a very broad toolbox that will be able to deal with all issues.

We would like to clarify - are we right in the assumption that the Conquest Party, the ARP and the RPP would each gain 3 Councillor seats and the Fatherland Republic 1 Councillor seat in the Council of the SSU?

MessageWe see your point on number 3. Since the individual States would be contributing to the South Seleyan Military they would not need their own militaries. Forget about number 3.

We are not going to vote in favor of ratifying this Constitution in its current form. Lets get it right the first time. We have a couple other suggestions for the Constitution:

1)Since we are going to call the member Nations States, we suggest of the official name of the new nation to be The United States of South Seleya. (USSS for short) Just a thought. We're ok with South Seleyan Union if that is the consensus. We think the word United makes us sound...well United.

2)We think the authority of the South Seleyan Government should be binding for all States. Any national policy that is passed by the South Seleyan Government should be passed by all states as soon as possible. Any state that does not implement the policies of the central government should have it's voting rights temporarily revoked until National policy is implemented. If policies are not implemented then the government should have the authority to use all available means to ensure that the policies are enforced, including police or military action.
