This committee shall be chaired by the head of state, because the minister of finance is unavailable. The following parties are in the house budget committee:
Progressives
Communist Party of Rutania
National Brotherhood of Prosperity
Rutania Conservative Party
Rutanian Devolution Party
Libertarian Party

- Every party will send one Member of Parliament

The responsibilities of the house budget committee:
- To balance the budget
- To alter the tax code

The budget and tax code can only be approved with full support of the Minister of Finance (or Head of State, when the Minister of Finance is not present) and a majority of seats in the house. Also the Budget proposed by the committee must ensure that basic welfare and public service levels are maintained and both tax increase and budget cuts shall be considered.

We suggest a cut in spending to the amount of when we would have a surplus. I recommend cuts in defense, education, health and social services. When there would be a tax increase (because all other options are off the table), our party would vote in favor of a 5% tax code, but only when it stays a flat tax.

We would not like to see any raise in the income tax, but we believe that we could help raise funds by enacting a Tariff. The tariff will help to raise funds for the government, and will help foster the growth of Rutanian business. That, combined with spending cuts, will produce a surplus.

I know that the game does not count tariffs in the budget but check out the "Whittle-Edison Tariff" for info on how I plan to enact this. I will not put that bill to vote unless it is approved as a part of this budget, so do not worry I will respect this committee's right to create the legislation.

We propose a budget cut of 300,000,000 RUT in defense while increasing luxury goods tax to 50%. This will easily balance the books and the tariff that hampers free trade and international relations will not be necessary.

The Tariff will not hamper international relations, as it will not impose tariffs on any nations that do not already impose tariffs on our goods. Do not make such outrageous claims!

The tariff kills two birds with one stone. It will raise revenue, and it will level the playing field of trade. Right now many of our exports are being taxed, while we continue to allow the nations that tax our exports to freely import their goods to our nation! A reciprocal tariff is just common sense, it is fair. Fair Trade is far more logical then free trade, and will be much more beneficial for the people of Rutania.

A reciprocal tariff will certainly hampers trade if anything. Moreover, the tarrifs are other nations' affairs and we should never do anything about that because not pursuing free trade is their problem, not ours. For a fairer trade system should be one of free trade when borders are broken for the betterment of the citizens. Therefore, we should in no case hamper free trade.

The chairman is now making non-sensical statements about our tariff. The reciprocal tariff is a simple concept.

Our businesses create a product. They export this product to another nation, one that imposes tariffs, and they lose money to that other nation. When the companies lose money, our whole economy suffers. However, as of now, we do not take any action to level the the playing field. Right now we are rewarding the same countries that punish our economy by not placing any tariffs on their imports! Another nation not pursuing free trade IS OUR PROBLEM! It impacts OUR ECONOMY. Unless we level the playing field.

I have already mentioned the other benefits of this tariff, but it should be highlighted that it would allow us to close the deficit WITH FEW OR NO SPENDING CUTS OR TAX HIKES!

The final part of the Whittle-Edison plan is the Whittle-Edison Tax Act.

This plan will close the deficit if enacted in combination with the tariff, and please everyone. This income tax raise is a compromise with the left, and I would like to note that NO SPENDING CUTS will have to be made, this includes any cuts to the military, which should please the Conservatives.

I really hope that all parties can see that this is a reasonable plan, and I hope that this committee will approve it.
