The DLP: RECOGNISING the fundamental importance of private, charter and religious schools throughout Davostan; ACKNOWLEDGING the need for fiscal austerity and the recent cuts proposed (and likely to pass) due to the 500 Budget; UNDERSTANDING the need for all forms of government to remove itself from involvement in education; ENCOURAGED by the prospects of establishing a stronger private education system; HEREBY proposes the Education Liberalisation Act, with the following proposals: |
Proposals
Article 1
Proposal[?] to change Higher education institutions.
Old value:: The government leaves the development and funding of all higher education institutions up to local governments.
Current: The government maintains a system of universities, vocational schools, and colleges nationwide.
Proposed: The government does not maintain any forms of higher education.
Article 2
Proposal[?] to change Higher education tuition policy.
Old value:: The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.
Current: The government fully subsidizes tuition.
Proposed: The government does not subsidize tuition, students must pay for higher education themselves. This does not include scholarship programs.
Article 3
Proposal[?] to change The education system.
Old value:: Education is private, but the government issues vouchers to pay for the schooling of disadvantaged children.
Current: There is a free public education system and a small number of private schools, which are heavily regulated to ensure they teach adequate skills and information.
Proposed: Education is entirely private and schools run on a for-profit basis.
Article 4
Proposal[?] to change National Curriculum
Old value:: There is no National Curriculum; curriculum policies for all schools are determined on a local level by local governments.
Current: There is a National Curriculum which all government schools are obliged to follow; non-government schools are partially exempt.
Proposed: There is no National Curriculum; the curriculum is set by the schools themselves.
Article 5
Proposal[?] to change Singing the national anthem in schools.
Old value:: Children are not made to sing the national anthem, but are required to show respect when it is played at the commencement of school each day.
Current: Children are only made to sing the national anthem on special occasions.
Proposed: Children are never made to sing the national anthem.
Article 6
Proposal[?] to change Sexual education in schools.
Old value:: Schools have an obligation to give sexual education at some point in puberty.
Current: Schools have an obligation to give sexual education at some point in puberty.
Proposed: This decision is up to the schools themselves without government regulation.
Article 7
Proposal[?] to change The governments stance on religious schools.
Old value:: Any religion may set up a school, but they are strictly regulated.
Current: Religious schools are not allowed.
Proposed: Any religion may set up a school, with no regulations.
