Article 1 In order to better secure citizens from potential threats this bill seeks to properly train and equip specialized units to combat extreme situations. Article 2 Upon passage this bill will create two entities among civilian police forces. The Special Weapons and Tactics team and the Explosive Ordinance Disposal teams. Article 3 This will apply to both national and local police forces. Article 4 The Special Weapons and Tactics teams henceforth referred to as SWAT teams will be responsible for hostage negotiation, encounters with heavily armed groups and individuals and kidnapping cases. Their training and equipment will reflect their intended duties. Article 5 The Explosive Ordinance Disposal teams henceforth referred to as EOD teams will be responsible for the securing, disarmament and disposal of explosive ordinance . Their training and equipment will reflect their intended duties. |
