Bill: Formation of the Grand Army of the Republic (OOC: Military Outline)

Details

Submitted by[?]: Pro Lodamunese Unitarian Party

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: August 3997

Description[?]:

At the passage of this bill, we hereby form The Grand Army of the Democratic Republic of Lodamun, or The GADR. We confirm that the old way, http://classic.particracy.net/viewbill.php?billid=449321, is Null and Void. We confirm that in this new age we need a new lodamunese military, but more than that, we need a new lodamun. At the passage of the bill, lodamun would have a military presence equivalent to that of a superpower.

Paul Adams
Minister of Defense

(OOC): The GADR will be compromised of these sections/units:
(Sections are Command HQ's, Units are how groups within commands are distinguished.)

-Democratic Republican Army (650,000) (Reserve: 450,000)

-The Grand Fleet (125,000) (Airforce (Unit 1) and Navy (Unit 2) will work together under one section) (62,500 per unit) (Reserve: 75,000) (37,500 per unit)

-Lodamese National Guard (will act as a reserve section) (100,000) (20,000 per Province)

Total Lodamunese Manpower: 1,400,000 (Active Duty: 775,000) (Reserve Duty: 625,000)

Estimated Total Cost 46,100,000,000

GADR ORGANIZATION:

The Democractic Defense Council shall be the body advising the President on matters of national military, intelligence and security policy. The President, from henceforth will be Commander and Chief of the military. The president will have direct control over the military and this will allow for quick mobilization on a whim, on the presidents orders.

The Council will include the following:
-President (Commander and Chief)
-Minister of Foreign Affairs
-Minister of Defense
-Minister of Justice
-National Defense Adviser
-Director of the Lodamese Secret Service
-Director of the Lodamese National Intelligence Organization

MessageMr. Speaker,

we are mostly concerned about the budget. We would like to know the opinion of the Finance Minister to assure ourselves how far this plan could be effective.

MessageMr. Speaker,

as much as we support a strong navy, we wonder if we really need that much personnel for the Lodamese Navy. We currently are limited in size, especially the number of ships we have, so 125000 seems exaggerated to us.
We also wonder what the role of the aircraft section would be? Would the AC unit have a supportive role?
Maybe the Minister of Defence wants to expand the Navy. We would like to hear some details about that.

Message125000 is the grand total, 200000 if you count reserve, the navy and airforce both have about 62500, 100000 if you count reserve. As far as on the sea, yes unit 1 would support unit 2. However unit 1 isn't locked to unit 2 if we need one to go one place and the other do something else, we have that option. As aircraft can reach more targets on land than our ships can. By default, the airforce will support our navy, until farther instructions are given.

Now on expanding the navy we would love to do so, But as you can see that total on the bill pretty large as is. Can lodamun handle it? Can lodamun handle what is already the estimated military budget?

So if you or your party has a number in mind for the Grand Fleet i would be more than happy to take it and work with it and do some more calculating. Keep in mind the grand fleet consists of the airforce and navy.

MessageMr. Speaker,

Parties should employ paramilitaries from among their supporters. My party does not trust any "companies" and no party would. There should be no "companies" that are independent of the parties.

I think we should split this bill. The OOC part is unrelated to the IC part.
