The Hutorian Sports and Athletics Administration, or HSAA, was established around 3928 during former President Blake Lexington's administration. The HSAA has since offered an affordable, if not free outlet, to many at-risk children and low-income families. In the larger cities it has helped lower crime rates as many inner-city youth have turned to playing sports and competing instead of staying out on the streets. Furthermore private sports clubs tend to be excessively expensive and a luxury to only those who can afford it.

This organization has positively impacted the lives of millions of youths during it's near 50 year history and has helped curb, what was once a very large and growing crime rate. The HSAA, along with Ministers of Justice Xavier and Tomlinson were able to breakthrough and brought crime to all time lows. The HSAA is vital to the very fabrics of our nation and it's youth.

Recently the NDP has proposed defunding the HSAA, this bill is to counter act that and provide the youth with hope that the government does care about them.
