A new age has dawned in Kanjor, and with a new age, requires a new working of society. Right now in Kanjor, children are born, or adopted, into abuseive homes; or they are born with parents who are neglectful or just plain ignorant on how to raise a child. We as the government and representative of the people, must also protect the people from harm. The most helpless kind of person is a child, and I would hate to see a child grow up in a shattered household. Too long it has happened to many children, but now is the time we can stop it. The proposals that I propose here will make sure that the family unit stays intact and works as it should. Support the children fellow parties, support the plan |

Old value:: Adoption is regulated by the government. Applicants can adopt after a routine check-up.
Current: Adoption policy is to be established by local governments.
Proposed: Adoption is strictly regulated by the government. Only by passing several tests and by following an intensive program applicants can adopt children.
Article 2
Proposal[?] to change The government's policy concerning who can proceed with adoption; in case adoption is legal.
Old value:: Everyone may adopt children.
Current: Everyone may adopt children.
Proposed: Only couples may adopt children.
Article 3
Proposal[?] to change The government's policy concerning parental qualifications.
Old value:: Parental qualifications are left to local governments.
Current: The government does not hold qualifications for new parents.
Proposed: The government requires a test for would-be parents, if parents circumvent the test the government takes custody.
