WHEREAS: - The current system is a mess of various regulations and unstandardized systems that can cause headaches for parents and learning disadvantages for youth - The funding of private schools should be an important aspect that depends on the private school, not on the local government THEREFORE, THE SENATE AFFIRMS THAT: 1. A private higher education institute may be set up and organized depending on a successful application to the Ministry of Education and Culture that outlines at least: (a) the demographic who will benefit from the education, (b) the specific value that the education will add to society, (c) the economic benefit of this higher education, (d) a plan for having students become hired post-graduation, and (e) a plan for scholarships and subsidies for students from low-income families. 2. Any private higher education institute will have its license removed if at any annual inspection the institute fails any one of the following: (a) to have 15% of the student body from low-income families, (b) have an annual grade point average on par with public institutions, (c) have at least 80% employment post-graduation, (d) to post a net profit. 3. Current regulations on private secondary and primary schools are hereby repealed in their entirety. 4. Private secondary and primary schools may be accepted for a license at the discretion of the Ministry of Education and Culture provided that: (a) there is not a private school to population ratio greater than 1:10 000, (b) the private school maintains a academic grade point on par with other public institutions, (c) the teacher examinations remain on par with other public institutions, (d) there is a historic and continued employment ratio of 80% or higher from the institutions graduates. 5. There shall be an inspection of teachers, including an examination and grade of teaching provided to each private institution at least every 6 months and administered by the Ministry of Education and Culture. 6. Funding to a private school shall depend on a number of factors, but reliant on the: (a) teacher examination score, (b) average student score, (c) percentage of low-income students, (d) percentage of low-income students with an exceptional grade point average, (e) general necessity as outlined by the institution, and (f) local government petitions. |
