Effectively an updated version of: http://classic.particracy.net/viewbill.php?billid=370288 (Note: most wording and terminology e.g. "black", "white" in relation to race is lifted from there and is not my phrasing)

ETHNICITY:

Rutania is a diverse nation filled with six primary ethnicities, spanning three groups.

White Rutanians are the descendants of Dundorfians and some Duntrekkers. Those groups are directly from Dundorf. Gao-Showan Rutanians (OOC: Asians) are mostly Kunhito (OOC: Japanese) and have primarily come from Beluzia, with a small number of Kyo (OOC: Korean) immigrating from Dovani. Black Rutanians are mainly descended from migrants from Ibutho (OOC: see Ibutho's cultural protocols) and from Black Alorians (OOC: African-Americans), tracing their history back to Aloria when they were unfortunately exploited as slaves.

LANGUAGE:

The primary and official national language of Rutania is Luthorian (OOC: English). Given Rutania's history, there is also a small group of people who speak Dundorfian (OOC: German), Gao-Showan languages (OOC: see Particracy Wiki) and Ibutho languages (OOC: see Ibutho cultural protocols).

RELIGION:

Rutania is one of the few nations in Artania that is secular in nature. For those that do subscribe to a religion, most follow Hosianism (OOC: Chrisitanity). Miniorities include Yeudists (OOC: Jews) and Jienists (OOC: Confucianists).

Given Rutania's proximity to Luthori, most Hosians are Luthoran (OOC: Protestant) with the rest being Patriarchal (OOC: Catholic).

NAMING:

Characters may bear either English, Germanic, Asiatic or African names. Effectively, Rutania is a melting pot in terms of names, like North America or Australia. The largest ethnic group in Rutania is based on the English, thus the majority of the characters would have English-sounding names.

Likewise given the small Gao-Showa, Black Alorian and Ibutho minority, a few characters should have Asian or African-inspired names, provided they are Anglicised.

MessagePlease bear in mind the requirements of the Game Rules (see http://forum.particracy.net/viewtopic.php?f=11&t=6363 ), particularly the need to provide descriptions of the cultures, languages and religions. It is often best to put these in brackets, next to each category. Remember that a newcomer to Particracy needs to be able to look at a Cultural Protocol and be able to understand it quickly and easily.

"16.6 Cultural Protocol bills must provide descriptions of the cultures, languages and religions which would be easy for an unfamiliar player to understand (eg. "Dundorfian = German"). Where appropriate, they should also provide guidance to players on where to find help with translations and character names. This might include, for example, links to Google Translate, Behind the Name's Random Name Generator and Fantasy Name Generators."

MessageOOC: So the consensus of the forum has been that so much additional bureaucracy and tediousness is going to benefit people? There are a vast number of OOC explanations as well as a link to the Wiki's religion page. Does every reference to an ethnicity and religion need brackets?

However, please bear in mind that setting up a Cultural Protocol means requiring players to follow a set of cultural guidelines - ultimately on threat of inactivation if they fail to do so. It is only fair, and only commonsense, that a Cultural Protocol should be reasonably easy for a new player to understand. This means all of the cultural/religious/linguistic categories need to have descriptions/real-life equivalents.

At the moment, it is not clear a new player would understand what a "Rutanian", "Dundorfian" or "Duntrekker" are, for example.

Again, I understand the frustration, but we are doing our best and we are here to help if we can. Please don't hesitate to ask if there is anything we can do.
