This bill allows for the senate to call a draft in times of necessity. Article 1) Conscription may only be done if the Senate has already issued a declaration of war. Article 2) In the event of conscription those to be drafted will be selected by random lottery. Article 3) After the conclusion of the conflict responsible for the conscription all those conscripted will be offered an honorable discharge which they may take or deny at their own volition. Article 4) All men and women who are physically and mentally able and ages 18-48 are eligible for conscription. |

Old value:: There shall be no mandatory military or civilian national service.
Current: All adults upon completion of schooling must serve either a term in the military or a lesser paid term of civilian national service, at their option.
Proposed: All adults upon completion of schooling can be required in times of war to serve a term in the military.
