| This bill is created in order to protect the Talmorian culture from radical and unrealistic changes, in conformity to game rules. Rules of the Game: http://forum.particracy.net/viewtopic.php?f=11&t=6363 Cultural Protocols Index: http://forum.particracy.net/viewtopic.php?f=11&t=6365 CULTURE Talmorian culture is based on West Africa, with South Asian (primarily India & Pakistan) influences and some Germanic, East Asian, and Amerindian elements. Overall, Talmoria is primarily based on the cultures of Mali, Senegal, Gambia, Niger, Nigeria, and Ghana, as well as the other nations in West Africa (excluding the Maghreb), with much smaller European colonial influence. Additionally, Talmoria takes much inspiration from the Mali Empire, the Ashanti Empire, the Sokoto Caliphate, and the Toucouleur Empire, with some influence from the Mughal Empire. BRIEF PRE-GAME HISTORY The Asli peoples, largely based on the cultures of West Africa, have been present on the territory of Talmoria for centuries, and they were the founders of some of the oldest and largest empires on the continent of Dovani. The Miranan Empire (based primarily on the Ghana Empire with elements from the later Ashanti Empire), founded sometime in the 10th century covered a large area of South Dovani before its slow decline and ultimate collapse in the 18th century. During the Middle Ages Ahmadism (~ Islam) was introduced to the continent from Majatra in the East, expanding rapidly by trade. Many of the Asli peoples were quick to embrace Ahmadism, and in the 14th century a Jelbic Ahmadi warlord from Majatra named Mohammed Ali Khan I founded the Asli Sultanate (~ Mali Empire + Songhay Empire) out of the remnants of the collapsing Miranan Empire. The Asli Sultanate survived until the 25th century, when it was overthrown by the Ikradonian colonial empire. SUMMARY OF IN-GAME HISTORY After achieving independence in the 28th century, Talmoria was returned under Asli political dominance, but after a few centuries the nation was brought under Hulstrian minority rule with the establishment of an apartheid regime. Although the regime did not last for long, it left a lasting impact on Talmoria. In the 37th century, the crowns of Talmoria and Aslistan were merged to create a commonwealth. Under the Commonwealth, Aslis and the ruling Hulstrians were equal under the law for the first time. Although the Commonwealth collapsed it left a cultural and legal legacy that continues to this day. Following the Commonwealth came periods of monarchic and theocratic rule, Talmoria was brought under a second apartheid regime, this time led by the Kalkali elite, during which the government heavily persecuted the native Asli. The Kalkali regime was eventually overthrown by a radical Ahmadi coalition of Asli and Zaqrami militants who established a Caliphate, and an anti-Kalkali genocidal policy was implemented, until the Caliphate's eventual collapse. The Asli peoples collectively constitute the largest and oldest ethnic group in Talmoria, having been present in the nation for millennia. Although they speak a number of distantly related languages, the Asli are generally classified as a single ethnic group, due to the numerous shared cultural elements and solidarity in the face of oppressive minority regimes. Most Asli adhere to Ahmadism (~ Islam), particularly Israism (~ Sunni), and the religion has a very long history in the nation, although many Asli continue to practice their traditional pre-Ahmadi beliefs, particularly the monotheistic Sira ka Ngala (~ a fat Roog) religion. The Asli are based on West African peoples, particularly the Mandé peoples, the Toucouleur and Fula peoples, the Wolof, the Igbo, the Yoruba, and the Ashanti people. The Kalkali peoples form the largest minority group in Talmoria, where they arrived, from the Seleyan nation of Kalistan, under the rule of the Ikradonian colonial empire, when they served as the governing elite in order to displace the traditional leadership of the Asli people. Kalkalis are further subdivided into the Ananti (Punjabi), Rajutti (Hindi), Zaqrami (Urdu), Rajavanshi (Gujarati), Khoni (Sindhi), Dengwali (Nepalese) and Bhapori (Kashmiri) groups. Kalkalis are primarily based on North Indians and Pakistanis, with particular emphasis on the culture of the Mughal Empire. The Kalkali are religiously divided between Ahmadism (~ Islam) and Geraja (~ Hinduism). Gao-Showa is the name of a meta-ethnicity that includes a wide variety of ethnic and cultural groups, characterized by their use of Gao-Indralan (~ Sino-Tibetan & East Asian) languages and historical influence from the Empire of Gao-Soto (~ Imperial China & Medieval Japan). Collectively, the Gao-Showans are the largest cultural group in Dovani, and they also have a presence in Talmoria. The largest Gao-Showan group in Talmoria is represented by the Dzegrans (~ Tibetans), but Dinh (~ Vietnamese), Phra (~ Thai), Indralans (~ Chinese), and Kunihito (~ Japanese) peoples also have a minor presence in the nation. The Hulstrians remain a small minority in Talmoria centuries after their minority rule over the nation was overthrown. The Hulstrians in Talmoria largely adhere to Hosianism (~ Christianity), and they are largely based on Austrian people. There is also a small number of Watembo people in Talmoria, who arrived in the nation from neighbouring Utembo. Although their language is distantly related to the Asli languages, they retained their separate identity as a result of their religious distinction from the majority Ahmadi population, as most Watembans adhere to Daenism (~ Buddhism). The Watembo people are based on Swahili-speaking East Africans. The Shinjalans, another group of ethnicities native to Dovani, represent a small minority in Talmoria. Although they natively speak a wide variety of languages belonging to a number of language families, the Shinjalans are often counted as a single group in nations where they do not constitute a large percentage of the population. Shinjalans in Talmoria have been to a very large assimilated, and most of them practice Ahmadism while a few retain their traditional beliefs. The Shinjalan peoples are based on Amerindians. Asli languages form the northern branch of the language family, and are spoken almost exclusively in Talmoria. None of the Asli languages is spoken natively by a majority of the population, but Fasokan (Mande languages, especially Bambara) serves as a lingua franca. Keobi, known natively as Asụsụ Keobi (Igbo), Orun, known as èdè Õrùn (Yoruba), Ganar or Gànnaar (Wolof), Dalehi or Ɗaaleehide (Fula), and Mbowema or Mbɔwema (Akan, especially Twi) are all widely spoken. The religion arrived on the continent of Dovani by trade in the Middle Ages, and was also the official religion of the Asli Sultanate, and as such it has a long and well established presence in Talmoria and retains a central aspect in Talmorian identity. Most Ahmadis in Talmoria follow Israism (Sunnism), and there are small minorities of Abadis (Shi'as) and other Ahmadi sects. Geraja is a religion and way of life born in the nation of Malivia sometime in the 5th century, encompassing a wide variety of beliefs and practices. Most Gerajans belong to Kalkali ethnicities. Daenism is a religion that was born in Aldegar in the 2nd century CE as a sect within Zamānism, and which later spread Terra-wide, becoming one of the largest Terran religions. Daenism emphasizes the elimination of attachment, aversion, and ignorance as the way to achieve enlightenment, meaning liberation from the cycle of death and rebirth. Most Daenists in Talmoria belong to the Watembo ethnicity. Hosianism is a binitarian monotheistic religion founded in 1 CE which believes Eliyahu of Yishelem to be the Spirit of God and the Saviour of mankind. Most Talmorian Hosians are Luthorans, and the second largest Hosian denomination in Talmoria is the Aurorian Patriarchal Church, Terra's largest Hosian communion. Many Talmorians retain their pre-Ahmadi religious beliefs, the largest of which is Sira ka Ngala, an indigenous monotheistic religion believing in a single universal male and female deity. Most adherents of Sira ka Ngala are Asli. NAMING Fasokan (Bambara), Keobi (Igbo), and Orun (Yoruba) are the dominant languages in Talmoria. | Message | Just to clarify, since Talmoria is now Culturally Open, introducing a Cultural Protocol into Talmoria would mean needing to meet the requirements set out in section 17 of the Game Rules (see http://forum.particracy.net/viewtopic.php?f=11&t=6363 ). Specifically: "17. Creating new Cultural Protocols in Culturally Open nations It is possible for players in a Culturally Open nation to establish a Cultural Protocol if doing so would not reduce the overall number of Culturally Open nations below 8. 17.1 In order to do this, they must meet the same conditions as for updating a Cultural Protocol, as described in section 16, but with the following qualifications: 17.1.1 The Cultural Protocol bill must be passed by a 2/3rds majority of all players with seats (not just those with seats who vote), and at least 3 players with seats must support the motion, all of whom must have been currently continuously active in the nation (ie. no inactivations) for at least 1 month. 17.1.2 Players are not necessarily required to provide a plausible backstory for how the nation's cultural background developed. However, the provision of a plausible backstory may be a factor in whether Moderation approves the Cultural Protocol if players in surrounding nations question its appropriateness for their region of the game map. 17.1.3 The Cultural Protocol will not be accepted by Moderation within the first 4 days (96 hours) of it being posted on the forum. 17.2 Newly-founded Cultural Protocols cannot be affirmed during the Cultural Era in which they were founded.
